The rip starts off with a grainy recording of the boxart to Barbie Horse Adventures: Blue Ribbon Race displayed on a television screen at a slight slant. After 18 seconds, the picture becomes distorted and zooms in on Barbie's face as the music stutters. Static takes up the screen at the 0:21 mark as the video cuts to an Emergency Alert System message (transcript below). The message is a "Serial Killer Emergency" for the town of Bedrock, and the voiceover gives a description of the serial killer, which matches with Mr Rental. The message ends at 1:07, with the scrolling text being replaced with a flashing "EVERYTHING IS FINE" and Mr Rental's face being visible on the screen. Three seconds later, the same static effect that started the EAS warning returns and the coordinates (-33.92109000000001 18.42043000000001) appear on screen, and a harsh "mechanical" sound follows.

The Bedrock state police have issued an alert for an unknown man last seen wearing a blue shirt, black trousers, black shoes, and glasses. The unknown man was further described as being five feet tall and 127 pounds. This white man is believed to be murdering people inside their homes wielding a Remington 870 Express Tactical and driving a blue [undecipherable] car. Anyone is advised to go to your nearest [undecipherable] shelter. Anyone with information is asked to immediately call 911. Do not attempt to take action and endanger your safety.
[After this part, Mr Rental's voice can be heard in place of the EAS announcer.]

Coordinates/loud noise?
The Grand Daddy hotel.
The coordinates displayed on screen after the EAS message are latitude and longitude coordinates that lead to a hotel in Cape Town, South Africa called "The Grand Daddy". The harsh sound that plays after it, as one might have guessed, is a spectrogram message. Taking a spectrogram of it reveals a YouTube link that leads to this video. Neither of these have any hidden messages or meanings (unless the SiIvaGunner community ARGs were first planned in 2014), so it is safe to assume that this video is not the beginning of another ARG event.
