Dated April 12, 2021, it contains a monologue from Dr. Andonuts. As suggested in the title, it's a retrospective on his yet-unsuccessful attempts to resurrect, locate, and/or replicate Susie Haltmann, with most of that focusing on the ability of SiIvaGunner's computer to transport figments into the real world.
Context[]
This video acknowledges the 5-year anniversary of the GiIvaSunner Termination, and makes reference to several different bits of previous lore, but mostly serves to reveal the purpose and in-universe justification for the Haltmann's Archives series itself: the product of Haltmann Works R&D.

[RETROSPECTIVE]
It has been five years since the entity known as [SiIvaGunner] has come into existence.
This, of course, is not to be confused with [GiIvaSunner], which is the name they were known by pre-termination.
SiivaGunner's current status is dormant, and has been since October 29, 2016.
It is unknown whether he will reawaken.
Of course, despite laying dormant, SiIvaGunner has still had considerable influence on the world around him. He shares some kind of deep connection with [The Voice Inside Your Head], who, in turn, establised control of the surrounding area, and most of [Earth] with the assistance of [Max Profitt Haltmann].
Not long after his rule, Haltmann overthrew The Voice, as retaliation for his failure to resurrect his daughter, and our research group was established: [Haltmann Works R&D]
Our ultimate purpose is to find a way to resurrect, locate and/or replicate Haltmann's daughter--by any means necessary.
All our projects are pieces of that goal, and SiIvaGunner is but one of them.
He is the most significant entity here capable of creating [Figments]--
not to mention the strange properties of his computer, which has somehow gained the ability to transport Figments into the real world (now known as the [Figment Transport Device]).
We are still not entirely sure how we can operate it--I am not sure if we can, even. We know The Voice could, but he is unreachable at this point in time. Likewise, [Wood Man] is suspected to be able to operate it as well--but attempting to contact him is notoriously unreliable...
...and we suspect he has gone rogue.
While we cannot decipher the device, we have attempted to replicate and improve on its technology. This has yielded imperfect results; however, it has led to the discovery of [Garlic Taco Portals] (see [FILE-16]) as well the creation of the [SiIvaGunner A.I.] (see [FILE-09]).
Given enough time, we may be able to find his daughter, or at the very least, create a reasonable facsimile.
The A.I. itself has been running the SiIvaGunner channel for about three years now, and has generated its own set of data--however, most of it seems to be inaccessible, with only slight parts of it being readable.
If we can replicate a Garlic Taco Portal once more, we may be able to access this dimension and get a better look at its inner workings!
Five years is a long time, so we've used some of the downtime to work on some of my own projects--one of which is [The Joke-Explainer™ 7000]. I'm quite proud of that!
We've also produced several galaxy light projectors and a vibrating device-- I think we may be able to sell those via our social media and make a little extra cash on the side for ourselves!
One day, I hope we can finish our research so this can be all over and Haltmann will let us all go home.
In the meantime though, why not enjoy the moment... with a little science?

Trivia[]
- This file references "Garlic-Flavored Tacos [FILE-16] - Haltmann's Archives" ahead of its release, which would indicate that either the topics of the files are planned ahead of time, or that the files are not chronological in either their identifying numbers or their upload dates.
- Andonuts says "five years is a long time" in reference to how long they have been working on the project, despite that its founding was stated to be at the beginning of the President Haltmann Takeover, which was only 4 years prior.
- A similar discrepancy occurs later in "The Disappearance of Wood Man - A SiIvaGunner Christmas Comeback Crisis Side Story".
