"Seascape - Marina Madness" is a song from Knuckles' Chaotix, and while the Marina Madness level from that game is alluded to in Sonic Mania, there is no evidence that the stage or song was ever considered for Sonic Mania.
The Knuckles' Chaotix song is used. At the beginning, the main melody changes to "Totino's". At 0:32, it changes to "As Things Collide" by Kara's Flowers. At 1:05, the bassline briefly plays "Snow halation".
